LCAP Supplement due February 2022; board presentation required

LEAs and charter schools must present the Local Control and Accountability Plan (LCAP) Annual Update and the Budget Overview for Parents along with the one-time supplement by February. AB 130 requires LEAs to present “an update on the annual update to the 2021-22 LCAP and budget overview for parents on or before February 28, 2022, at a regularly scheduled meeting of the governing board or body of the local educational agency.” The update has to include:

  • A one-time supplement to the annual update to the 2021-22 LCAP
  • All available mid-year outcome data related to metrics identified in the 2021-22 LCAP
  • Mid-year expenditure and implementation data on all actions identified in the 2021-22 LCAP

There is only one template provided by the California Department of Education (CDE) to meet these requirements—Supplement to the Annual Update to the 2021-22 Local Control and Accountability Plan (Supplement), which was adopted by the State Board of Education (SBE) on November 3, 2021 (see “SBE Approves Revised LCAP Template” in the November 2021 Fiscal Report). The Supplement fulfills the requirement for the “update on the annual update to the 2021-22 LCAP and budget overview for parents”. LEAs are not being asked to update the 2021-22 LCAP Annual Update or the Budget Overview for Parents separately.

The Supplement template approved by the SBE includes five prompts that require LEAs describe:

  • How and when educational partners were engaged on the use of funds provided for in the Enacted Budget that were not included in the adopted 2021-22 LCAP
  • How the additional concentration grant add-on funding, if applicable, was used to increase staff who provide direct services to students
  • How and when educational partners were engaged on the use of one-time federal funds intended to support recovery from COVID-19 and the impacts of distance learning
  • How the LEA is implementing the American Rescue Plan and Elementary and Secondary School Emergency Relief (ESSER) III expenditure plan, including successes and challenges, if applicable
  • How 2021-22 school year fiscal resources are consistent with applicable plans and aligned with the 2021-22 LCAP

The requirement to provide mid-year outcome and expenditure data is part of the instructions included in the Supplement template. The first page of the instructions states, “When reporting available mid-year outcome, expenditure, and implementation data, LEAs have flexibility to provide this information as best suits the local context, provided that it is succinct and contains a level of detail that is meaningful and accessible for the LEA’s educational partners.” There is no separate template or specific document that an LEA must use when providing this information to its governing board, though LEAs may want to consider developing a handout or other written document to help present this information to their governing boards.

Lastly, while LEAs are required to present the Supplement and mid-year outcome and expenditure data by February 28, 2022, the Supplement is not approved at this meeting. It will be included as part of the 2022-23 LCAP for the purposes of review, adoption, and approval. To be clear, neither the Supplement nor the mid-year outcome and expenditure data will need to be updated in order to be approved with the LCAP. The Supplement must simply be included as part of the LCAP package as follows and in this order:

  • 2022-23 Budget Overview for Parents
  • 2021-22 Supplement
  • 2022-23 LCAP
  • Action Tables for the 2022-23 LCAP
  • Instructions for the LCAP Template

The CDE has not released the final version the LCAP or Budget Overview for Parents templates.
